Textured ceiling paint falls off

Q.  We just purchased an older home that has been neglected for years. The ceiling had a popcorn textured ceiling.

We scraped the ceiling, and washed it and now have tried to paint it. But the paint keeps falling/flaking off. What do you suggest to keep the paint on the ceiling?

A.    The ceiling had most likely been painted with a calcimine paint. Washing it reactivated the calcimine and no finish paint can stick to it.

You need to remove all paint and to prime the ceiling with a slow-drying oil-based primer such as Benjamin Moore Fresh Start alkyd primer. When it has fully dried, apply your chosen finish coat

I am a painter who has seen several of these “old ceiling shedding paint repeatedly” problems. I think the only foolproof solution is to sheetrock over it.
